You're right. There's a tricky balance between creating "safety" and keeping things easy enough for the new player that they're not put off straight away. It'd probably also irk the established player who needs to create a new account because they need a new avatar for some specific purpose. Given there are roughly 300 new accounts created each week, I'm betting that the majority of those are not new players.

I don't know if it is being exaggerated - that it happens is beyond a doubt, but like you, I'd worry that a knee-jerk response of re-engineering the whole game to deal with what is ostensibly a very small minority of problem individuals will have more damaging consequences. That's why the Enhanced Ignore appeals: It has no "impact" on people playing the game normally.
