There was an unusual bahro scream and everyone was linked to their Reltos, correct?

What I wonder about is the range of the forced link's effect. I read that people were linked away from every Age. Does this mean that explorers on Earth's surface were also linked to their Reltos? What about explorers who had only been in Uru (for lack of a better term to refer to being classifiable as an explorer, current or in this case former) briefly and/or a long time ago? Imagine people suddenly disappearing from their jobs, homes, beds, etcetera... Some would've returned to the surface immediately via the Cleft book (or however else surface returns occur), which would explain why not everyone from previous Uru iterations is here in MO:UL.

Yes. The famous Gas Station Stan (Stanley Murray) dropped by UO hood around Christmas and told us that he was in Italy at the time. He had his Relto book with him, though he normally leaves it with Zandi when he's away from the Cavern. Stan was linked to his Relto from Italy when the scream occurred.

However just to note, Stan is not an offical character, so his word cannot be taken as canon.

All I can say is how I've seen other people play this event out in-character: those who had their Relto books at the time, regardless of their location, were linked to Relto. Those who didn't were not.

Of course, "those who had their Relto books" includes all those who were logged in to D'mala at the time. I've played that my own character ICly was on the surface, but had her Relto book, so bam.

Some of the DRC have mentioned that they did NOT get linked from the surface (Engberg did, I think?) but I don't think anyone asked him if he had his book or not.

Not all of them. It excluded those who had not found their way through the cleft yet. Because back then the Relto book was found at the end of the cleft, on the stand where we now find...

And to add a bit of opinion, the entire game makes much more intuitive sense when you visually see yourself pick up the Relto book and put it on your hip. Playing CC, I'm in awe at how much more understandable everything is for a newcomer.
