This is an excerpt from what seems to have been a much longer poem in D'ni most of which has not survived, or remains in some now long sequestered archive. The metric form has analogues in some older oral traditions of the surface, but if there is a relation it must be remote, and the present fragment maybe no more than a late imititation.

This may be the best explanation of oko at the beginning of the 5th line, as a sort of poetic preference but equivalent to f'el remisho oko meren, the point being, I suppose, that 'the universe' per se is not 'black' but that it appears so as the background in the night sky from the surface of Pahiferen (f'el = 'on high').

As another way of looking at it, we may have an elliptical extension of the first 2 lines where Payiferen is described as tsoidahl. This apparently reflects the fact that at night the mountains on the horizon do make it look like the whole continent is glowing, and of course this is accounted for by the pebbles scattered about that seem to absorb light during the day and radiate that light at night.

But either way it is probably the parallel between the stars in the night sky and the glowing pebbles on the darkened sands around the Payiferen pod that the poet has tried to evoke. We can only suppose that the poet was exposed to the same experience that has been captured in the photography of such latter-day explorers as recorded in this iconic image: http://www.florestica.com/hpotd/pod_age/payiferen/sandscrit02.jpg
