You have Cortana turned on, or at least some part of it. That's why the search bar says "Search the Web and Windows" instead of just "Search Windows". That is the reason for all the msnbot connections.
Edit: Nevermind. For some reason explorer.exe always keeps an open connection to 191.232.139.80, which is one of the msnbots. I had Wireshark watch the connection for a while, and only a single "conversation" happened - my computer sent 112 bytes, the server responded with 128 bytes. Both are SSL-encryped. There is also a service with the internal name "DiagTrack" which sometimes talks to one of the other msnbots, I assume that is for the error reporting stuff.
