I doubt redownloading will do much, and a simpler way to check the integrity of your files is to delete the tos.txt file and restart MOULa.That will force the patcher to check all the files and replace any corrupt or missing ones. But I get the feeling that isn't going to help :?

Just downloaded it and installed it on a diff drive and everything worked. Hopefully thats all it is and next time I launch the game it plays too :)

Windows 10 with nothing installed (except Wireshark) and every privacy setting set, still sends tons and tons of encrypted data to Microsoft.

At what I think is the start of the gif, it talks with some address related to Windows Update. Are you sure that Windows wasn't just doing its automatic update thing? Also, could you post the Wireshark log as a pcapng file or something? The gif is really hard to look at.

Looks like Windows update to me too and it doesn't look like "tons and tons" of data, just few kB though you can't tell much from the GIF. You'd need to analyse the conversations in the packet capture.

That's not my GIF, I'm going to install W10 on a VM within the next couple of days and do my own analysis.
I still don't see why you're giving Microsoft the benefit of the doubt.

Alright, I ran some network analysis of Windows 10 enterprise with all the settings turned off and all of the updates already installed.

Here's a screenshot from TCPview, opened while doing NOTHING with the computer:

(note that this didn't even catch everything that Wireshark was showing)

And here's a packet capture, 50 MB of network activity during 3 minutes of doing NOTHING:

You have Cortana turned on, or at least some part of it. That's why the search bar says "Search the Web and Windows" instead of just "Search Windows". That is the reason for all the msnbot connections.

Edit: Nevermind. For some reason explorer.exe always keeps an open connection to 191.232.139.80, which is one of the msnbots. I had Wireshark watch the connection for a while, and only a single "conversation" happened - my computer sent 112 bytes, the server responded with 128 bytes. Both are SSL-encryped. There is also a service with the internal name "DiagTrack" which sometimes talks to one of the other msnbots, I assume that is for the error reporting stuff.

Cortana was not on, but "Search online and include web results" was on. First of all, that really shouldn't result in any web activity when I'm not doing a search, but just to put all doubts to rest:
